Description -   Issuing this declaration on the first day of the Polkos Revolt, General Matías de la Peña y Barragán laid out the causes of the revolt and the rebels’ demands. A moderate, Peña y Barragán reaffirmed his support of the Constitution of 1824 and the so-called August Movement that had overthrown the conservative regime of Mariano Paredes y Arrillaga six months earlier. He opposed, however, the radical puro measures taken by acting president Gómez Farías, specifically the law of January 11, which allowed the state to expropriate 15 million pesos from the Catholic Church to help pay for the war with the United States.
