Memo from Paul A. Strachan to all National and International Unions, State Federations of Labor, and Central Labor Bodies, and State Industrial Union Councils, and City Industrial Union Councils providing updates on the failed Senate bill 2570 to establish an agency for the handicapped on the approved Senate bill 2579. Senate bill 2579 provided additional funding for the handicapped and called for the establishment of an advisory council on handicapped affairs. In the memo, Mr. Strachan thanks individual members of the Senate who worked for passage of bill 2570 and admonishes members who did not.
