Report based on a study conducted by the Citizens for Human Development. The study attempted to reach people all across Texas and ask for their opinions about human service issues that impact the lives of people in every community in Texas every day. The questions asked, which dealt primarily with mental health issues, reflected the organization's desire to maximize the potential for citizens' perceptions and opinions to affect formal planning and decision-making processes.
