The reason for which the above-mentioned people filed this complaint was that not all of them as residents of facilities with developmental disabilities were receiving the treatment they deserved.  Many of them were deprived of many of their rights and the requirements of the Nursing Home Reform Amendment to the Medicaid Act were not met. Among the complaints was that the community-based services and support were not adequate and many individuals with developmental disabilities were inappropriately placed in nursing facilities.
