James C. Sewell introduced House Bill 97, amending a part of House Bill 611. The amendment calls for the provision of examinations by licensed optometrists as well as opthamologists or physicians skilled in the treatment of diseases of the eye for the purpose of establishing blindness for applicants and/or recipients of Aid to the Needy Blind.
