This is a report on conditions in the State Hospitals of Texas. It contains condensed parts of newspaper articles and editorials. Many of the discussions highlight the poor state of the hospitals with inadequate staff, insufficient space and very vile conditions. Emphasis is placed on the inability to administer proper care to patients with cognitive and intellectual disabilities. It also gives an analysis of the progress made in some hospitals and their drawbacks. They bring attention to the fact that most of the buildings were former penitentiary making the patients seem and feel like prisoners.
