This memo is addressed to Bill Fleming, President of the University of Texas at Arlington Student Congress, from University President Frank Harrison. The memo is in regards to Student Congress Resolution 72-27. Dr. Harrison is notifying Mr. Fleming that he is also concerned with the pedestrian-traffic problem faced by students on Cooper Street. He is also letting him know that negotiations have taken place between representatives of the University, the City of Arlington, and the State Highway Department regarding the subject. The initials "Bwd" are signed beside Dr. Wayne Duke's name on the VIA line.
